GET/airtime-to-cash/billers

List active Vend Airtime to Cash networks. convert_percent is the share of airtime face value credited to the wallet. you_receive_preview is the wallet credit for ₦100 face. Requires Tier 2+ and api_airtime_to_cash_enabled.
